I installed the pure-ftpd app. but it does not start.

I suggest you disable tls first, we found that both centos8 and debian 10 have this problem.

If it is only needed to change TLS = 1 toTLS = 0 in ftp configuration

aaPanel_Jose I am having the same issue and I disabled TLS in configuration. Still not working.
Never mind! I also had to change the port for FTP from 22 to 21
